Firefox 114b5 does not remember form history. I have tested two different websites.

I have form history enabled - see attached browser_settings.png. Attached is a screenshot of the moz_formhistory table in the formhistory.sqlite file.

What do I need to do to enable form history on all websites?

In your second screenshot I see several items (16,22,38,58) that seem to be normal form data from not so long ago.

Can you post a link to a publicly accessible page (i.e. no authentication or signing on required) where you have a problem with saving form data in case this is a problem with those websites ?

You can right-click and select "Inspect" to open the built-in Inspector with this element selected.

What kind of form data is this about ?

There are two types of saved form data. The regular, legacy, version is about normal autocomplete form data and searches done via the search bar like the "Remember search and form history" setting as stored in formhistory.sqlite.

  • Settings -> Privacy & Security
    Firefox will: "Use custom settings for history": "Remember search and form history"

The newer is the special "Forms and Autofill" feature for like filling credit cards and addresses and phone numbers.

I am refering to normal legacy form data - like names, dates, numbers, etc.

I put Firefox into troubleshooting mode, but it did not make any difference.

If you check under the covers:

(1) In a new tab, type or paste about:config in the address bar and press Enter/Return. Click the button accepting the risk.

More info on about:config: Configuration Editor for Firefox. The moderators would like us to remind you that changes made through this back door aren't fully supported and aren't guaranteed to continue working in the future.

(2) In the search box in the page, type or paste browser.formfill.enable and pause while the list is filtered

By default, the value of this preference is true.

(3) If this preference is bolded and has a value of false, double-click it to restore the default value of true. If it's already true, try toggling it twice (to false and back to true). If it is locked to false, this might be due to enterprise policy.
