Since 99.01 upgrade, when we open a pdf document, preferences set to always ask, firefox also downloads a copy to downloads folder

Normally it would simply pop up as Elk Grove Village as that is the website this is in, but it does not and I can not enter the name of the city in the box provided. The map is at the bottom of this page.
