I have the setting "open new windows and tabs" off but it still keeps reopening tabs on start up

When I click on a new tab, I get this black Google Search page, which I want to go to open my homepage. When I click on home, it does open my homepage. The image is attached. Any help on how to get rid of it would be appreciated. I do use New Tab Override, but it doesn't seem to be working.
