Firefox Privacy Notice Keeps coming up on restart.

Everytime I turn on my PC and open up firefox it pops up with it's Privacy Notice (https://www.mozilla.org/en-US/privacy/firefox/)
Things that I've already tried reading solutions around here:
changing "browser.rights.3.shown" in about:config to true (it was already set to true)
Checking the homepage setting in "Settings -> Home". Which was set to "Firefox Home (Default)". When changing it to custom and hitting the "Use Current Pages" button you can see the pipe with the privacy notice address. I then changed it to a completely different one. Restarted my PC and lo and behold, it added the "| https://www.mozilla.org/en-US/privacy/firefox/" at the end of it. So no use changing it there.
Reinstalling firefox. No luck there.
Reinstalling and deleting every "Mozilla" folder in appdata and anywhere it pop up.. no luck as well.
I'm sincerely considering changing browsers at this point, I love firefox, but this is a joke. It's chaning my freaking home and forcing me into a page with no option or simple checkbox to just don't open up pages I don't want?!
