How do I activate new style OS X scroll bars?

The scroll bars look and operate exactly the same as they did in Fx 22.

Is there a setting I need to turn on?

Or maybe I am confused: I am expecting "new style" scroll bars to behave like those in Safari and in other Mac native application (bouncing, and disappearing when not in use).
