If you are using the US English version of Firefox, you can download the file through FTP here https://ftp.mozilla.org/pub/mozilla.org/firefox/releases/17.0/win32/en-US/

Here's an alternate link http://releases.mozilla.org/pub/mozilla.org/firefox/releases/17.0/ where you can find the MD5SUM and the .EXE for the latest version. Firefox 17 is 18 megabytes.

It is possible that your anti-virus software is corrupting the downloaded files or otherwise interfering with downloading files.
Try to disable the real-time (live) scanning of files in your anti-virus software temporarily to see if that makes downloading work.
