after loading exe. , setup or family protection tells me I must close firefox to proceed eventhough it hasn't loaded!

my Free Download Manager displays a message from Verizon Family Protection [traffic cop] that the website [yours I presume] is banned"unless the administrator removes it from those categories" the last time i tried to disable family protection i had to use System Restore to get back on line - yipes!
