I have firefox set to allow popups on a website, yet firefox still blocks the popup window which I need to complete a transaction.

I have Firefox set to allow popups on a particular website, yet when I go to that site, Firefox does not allow popups for the site. The message asking to allow directing to another page pops up but quickly disappears. What is the problem and how do I resolve this. Thank you, Michael Forte
