FF 3.6.8 screen and downloads not loading until mouse is moved. How to fix this issue?

Every once in a while, FF will not load until my mouse is moved. Same goes for the downloads; the download will not progress in percentage unless the mouse is moved constantly. I'm not exactly sure what triggers it.
