I have a blue bar on top and it says 'Downloading the latest applications'. It stays at that status all day. Help?

This blue bar is directly below my Google toolbar, so I'm not sure if it is Firefox or Google supposedly doing this downloading. I noticed it about a week ago. Nothing shows when I right click on it, nothing shows when I open my Task Bar.

This problem can be caused by the MSN® Toolbar (Tools > Add-ons > Plugins)

Problem is the blue bar says 'Downloading the latest applications'. (sorry this fact was omitted from above)

This problem can be caused by the MSN® Toolbar (Tools > Add-ons > Plugins)
