Firefox continues to connect to detectportal.firefox.com even after network.captive-portal-service.enabled is set to false

Basically as per the title.

My organisation blocks detectportal.firefox.com at the device level using Windows Defender. Every time Firefox attempts to connect to detectportal.firefox.com I get an intrusive toast telling me about this. I have set network.captive-portal-service.enabled to false in the config, which has greatly reduced the number of connection attempts and therefore intrusive alerts, but it has not stopped them completely. Does anyone know why this is? Is it a bug?
