Open PDF with Acrobat DC keeps being changed to Save File

I continually have change the default action for files with type PDF from Save File to Open in Acrobat DC. I will change it, then it works for a while, then next time I click a link on any web page to open a PDF, it tries to save the file again. Sure enough, the setting was changed back to Save File by some other program.

Isn't there a way to "lock" these preferences, or to prevent third-party apps from changing them?

This is using Windows 11 with Firefox 96.0.2 64-bit.
