Is this a version of Outlook installed locally on your computer, or a version of Outlook you use on the web?

If it's the locally installed Outlook, it has a feature that can repackage the locally saved message as an MHTML file:

Unfortunately, there is a problem with your default application setting for those .mht files. They should be associated with a browser that knows how to show them, such as Internet Explorer or Microsoft Edge. They should not be associated with Firefox.
