Chosen solution

Like I wrote above, if you use Sync and have a primary password set then Firefox will ask for this password because the credentials to connect to the Sync account are stored in the logins.json file used by the Password Manager and only when you enter the primary password Firefox is able to connect to the Sync account. You will have to accept to enter the primary password when you start Firefox and want to sync data.

Did you set a primary (master) password ?

Are you possibly using Sync because Sync stores its credentials in the Password Manager (logins.json in the profile folder) and thus needs to access the Password Manager when you start Firefox ?
