the problem you're seeing is likely https://bugzilla.mozilla.org/show_bug.cgi?id=1586228 which is currently under investigation...

It is not, and if it was I don't see how that would be an issue if the previous version worked. Anyway I hope this is fixed soon.

Firefox 69.0.2 has new code related to Windows 10 content restrictions / parental controls; it works differently than all previous versions. Could you check Microsoft's help article linked in the following article:
