It is not, and if it was I don't see how that would be an issue if the previous version worked. Anyway I hope this is fixed soon.

Firefox 69.0.2 has new code related to Windows 10 content restrictions / parental controls; it works differently than all previous versions. Could you check Microsoft's help article linked in the following article:

Unable to download files in Windows 10 when Parental Controls are on

Note that Firefox 69.0.3 has been released that should have a fix for this issue.
