This prefs stores websites you have removed by clicking Dismiss (X) in the '...' menu of a tile on the new tab page.
If you do or have done this frequently then the value of this pref can become quite large.
You can check this by hovering the mouse on the value field.
If you want to cleanup the list then right-click -&gt; Reset.
