Scrounger shows the file is valid, I've deleted all the other sessionstores, including backups. I replace the file while Firefox is closed, open Firefox and see the file get loaded/disappear as it should, but Firefox does not load that session into the restore function. Running 56.0.2 and the recovery file is compressed.

The file I was attempting to use was a recovery.jsonlz4 file, replacing sessionstore with previous.jsonlz4 worked fine. This is basically solved but clearly there's an issue with the recovery file.
