more options

1. sometimes I need Opera-like "click to load this image"

2. sometimes I only need to load images in the "first fold" (this is especially true when loading 100 photos in forums and in gmail when I need only first 5-20

In other words, users need more options instead of "on" and "off"

Some inspiration:

3. for questions about current tabs

3.1. https://developer.mozilla.org/en-US/docs/Web/API/Page_Visibility_API

3.2. https://www.w3.org/TR/page-visibility/

4. for questions about current element?..

5. Firefox must plan for new HTTP header about image size (when images are "off" we can download only image resolution and use it in layout)
