How do you completely stop automatically downloading of videos when accessing any site? I have limited monthly bandwidth and this is killing it!

When accessing various sites they have embedded videos on the page. How do you stop downloading these videos to prevent using limited monthly bandwidth allowances? I am not looking for how to stop them from auto playing but instead stop from even downloading them.
