Well actually Android and as a shell browser on iOS due to Apple restrictions.

The Windows mobile market has a very tiny market share compared to Android and iOS devices so it would not make sense for Mozilla to make a mobile Firefox for Windows mobile now days or it would have been discontinued a while ago if they had.
