I cannot download exe files in firefox, it just says failed. However I can download exe files using Chrome, IE and Edge.

I use Firefox on my office so I cannot change firewall, antivirus and Internet settings. Anyway I can download exe files using any other browser including IE, Edge and Chrome. But in Firefox and Tor Browser, when I click an exe file or try to "save link as", an animated download icon appears and nothing happens. In download Dialog it just says Failed. In Tor browser it is the same. However I can download other file types. I Installed FlashGot and now I can download exe files even using built-in download manager. But I want to know why Firefox refuses to download exe files itself?
