How do I get Firebug to run on Firefox 46.0 or later?

I conduct automated tests of web applications on a closed network using Selenium IDE 2.9.0, Firebug 2.0.11 and Firefox. Selenium IDE. I am required to test with the latest version of Firefox. Recently, Firefox was updated to 46.0 and Firebug ceased working. When the mouse pointer hovers over the Firebug icon, it indicates that Firebug is deactivated.

I have changed the about:config settings services.sync.prefs.sync.xpinstall.whitelist.required, xpinstall.customConfirmationUI, xpinstall.signatures.required and xpinstall.whitelist.required to false. I have also set xpinstall.signatures.devInfoURL to a blank string. I reinstalled Firebug after those configuration changes were made, but it is still deactivated.

I downloaded the latest version of Firebug, 2.0.17, from addons.mozilla.org which states that it works with Firefox 30.0a1 and later, deinstalled Firebug 2.0.11 and installed Firebug 2.0.17. Firebug is still deactivated.

Both Firebug and Selenium are extensions. Selenium still works but Firebug does not. What do I have to do to get Firebug working? Please don't tell me to use the developer version of Firefox, I am not allowed to use that for my testing.
