If you haven't separated the Location Bar and the Search Bar from each other by placing something between them when using Customize, you should be able to hover the cursor between them and when the double-headed arrow appears you can click and drag the two of them to the left or right to inversely affect the width of those two toolbar elements.

To change the width independent of each other you'll need some css code to "fix" the width of one or both - but that might affect the "float" when running at less than Maximized widow size and "force" overflow with the double ellipsis appearing and a drop-down with the elements that went to "overflow".
