why is firefox 26 so small the older versions were in Mb's

Versions prior to like Firefox 24 were only made available as the full installation package, where Firefox could be installed while off line - IOW no internet connection was needed. The new 276kb package is the installer stub, which requires that the user be connected to the internet to install Firefox so that the Firefox program files can be downloaded.

Where from you is downloading this Firefox?
This is likely to be because of a recent change in the download procedure, and the fact that you are only needing an upgrade and not the full set of initial files downloading.
