I have tried to change this in preferences but it won't work.

Chosen solution

I would suggest doing the half and half method. Disable half the add-ons and then try opening a new tab and see if it opens a new window. If it does, disable the other half in little groups until you can nail down which add on is causing the problem.

Just to confirm, have you made sure that "Open new windows in a new tab instead" located in Firefox>Options>Tabs has a checkmark beside it? If it does, I would try running Firefox in Safe Mode to see if an Add-on is potentially causing this problem.

To run Firefox in Safe Mode:

  • Firefox>Help>Restart with Add-ons disabled>Restart

Refer to this article for more information about Safe Mode:

Yes, "Open new windows in a new tab instead" located in Firefox>Options>Tabs has a checkmark beside it"

The tabs worked correctly in safe mode.

How can I check to see which add on is causing my problem?
