Viewport oddity on Galaxy S10 changes based upom reolution; It doesn't on S8 or in Chrome

On my Galaxy S8 (screen native resolution of 1440x2960) no matter what resolution I pick in settings the Viewport if 360x612 and I can scale 2x to fill the screen with 720x1224 content. On the S10 (native 1440x3040) the viewport changes with the resolution chosen. Res of 1440x3040 gives 408x716, Res of 1080x2280 give 414x726; Res of 720x1520 gives 204x358. For all of those resolutions Chrome shows a viewport of 412x722. I need some basic guidance on what FF is doing on the S10 with all of the viewport differences.
