Desktop won't sync bookmarks to Android phone or tablet

When I try to sync my desktop with an Android 4.4 phone and Android 6.0 tablet, the history syncs fine but the bookmarks do not.

I've read this thread about an "out of memory" on the Android device, but that doesn't appear to be the problem. https://support.mozilla.org/en-US/questions/1148684 I do have a large bookmark file (2.5MB when it's exported as a JSON), but the Android devices should have more than enough memory for syncing.

Already checked: all three devices have bookmarks set to sync, and all the devices show up in my Firefox account.
