I keep getting the Foxfire download tab to save Foxfire 4 to a folder, but I already have done so. I close out FF and it will reappear again each time

I am about to download FF4 to all the office computers, but when I did this on a XP professional OS, after the browser was installed, I got a box asking me the following below: "Opening Firefox Setup 4.0 exe" Firefox Setup 4.0 exe which is an application from: http://mozilla.cs.utah.edu Would you like to save this?

Every time I open up Foxfire 4, I get this dialog box to save it. I cancel and even when to download manager to remove it. No use, it pops up everytime
