It is to indicate that the row is having additionnal information when you over with the mouse. Only the first three have messages.

It shows the extended support (septembre 2025)

Hovering over the ? reveals: ESR 115 support is extended for Windows 7-8.1 and macOS 10.12-10.14 up to September 2025.
