Firefox does not open a link from external program, when it Firefox instance is already running, though it opens links when it is freshly started. There is no -no-remote flag when starting the app. It is not possible to reproduce it all the time. Usually to be able to open links from program you need to restart Firefox, but after restart it opens links, but at some point it may stop opening them. And work in safe mode didm't help either

p.s. issue is here for couple of years
This happens if you start Firefox with the -no-remote command line switch or have a MOZ_NO_REMOTE environment variable set.
You can check the target line in the Firefox desktop shortcut (right-click: Properties) to make sure -no-remote isn't appended after the path to the Firefox program.
Double checked, but there is NO -no-remote command line switch or MOZ_NO_REMOTE environment variable set (not in user or in system environment variables). After restarting the firefox I am able to open links from external apps, be it first or 5th tab. But at some point I am not able to this anymore
