need to know how to lock scroll from moving everytime i post it moves to top gotta pull it back down to see screen

Can you try to explain better what you mean and can you please use some punctuation and capitalization to improve the readability?

Is this in a Flash plugin game or on an HTML page?

You can check that you haven't switched on caret browsing.

You can press press F7 (on Mac: fn + F7) to toggle caret browsing on/off.
