I cannot compose email in my web-based email

When I try to send an email on my web based email the email continues to "load" and I get an error message as follows:

I'm asking for additional information. Does this happen in another browser?

I cannot even open Internet Explorer on this computer. I have no trouble composing email on any other computer using this web-based email.
