how do I get back my tool bar on the top of screen without pushing F10

I lost the tool bar showing File- View-History- Bookmarks -Help.... across the top of my screen. How do I get it back without having to push F10 each time to show it?

View > Toolbars > Menu Bar = click on that item so that it has a check-mark
