The new feature Tab Groups is absent from Mozilla, instruction page misleading

After updating to version 138.0, the browser put up an announcement page that informed me that I now have access to a great new feature, tab groups. It's actually a great addition to the browser IMO.

But it's absent. I read the announcement page, then the help page it links to. Every description is inapplicable to my browser, there us no drag-over behavior for tabs, there is no "add tab to new group" option when right clicking. I updated to 138.0.1, same thing. There is a topic in Connect.mozilla.org about tab groups as a beta feature, and it's been up in beta since March. But my browser does not have it.

Granted, the help page vaguely says that no all users will see this feature as it's rolled out gradually until May 6th. But why then tell me that I already have it on update? And why is it rolled out gradually if it's already been in beta?
