You could try the two step method:

(1) Export Safari bookmarks to an HTML file

The menu item is File > Export Bookmarks and you can save the file in a convenient location such as desktop or documents. Ref. https://support.apple.com/guide/safari/import-bookmarks-history-and-passwords-ibrw1015/mac

(2) Import the HTML bookmarks file into Firefox

This article has the steps: Import Bookmarks from an HTML file

Does that work?

Note: Either way, your imported bookmarks may not appear in the original locations, but in a subfolder on the Bookmarks menu called Imported Bookmarks (or something along those lines).

To move bookmarks from one folder to another, you can use the Library window. Either:

  • Command+Shift+b
  • (menu bar) Bookmarks > Show All Bookmarks

In case it helps using the Firefox Import Wizard to import Safari bookmarks into Firefox, see: Import data from another browser ... which links to: Importing Safari data into Firefox (quote) This article explains how to allow Firefox full disk access to your computer, so that you can import data into Firefox from your Safari browser on macOS version 10.14 or higher. <snip>(bug 1493103). (I don't know whether this applies to macOS "Big Sur" or not).
