My new tab selection now produces a tab without my Page Actions but old tabs still open still show my Page Actions. How do I fix this?

Nothing has changed with my Firefox browser, v68.0 (64 bit) but starting this morning my new tab selection now produces a tab without my Page Actions but old tabs that I still have open show my Page Actions.

Fixed itself. I didn't do anything and now new tabs are showing Page Actions.
