You need to put http://ftv.mozilla.org

It is no longer possible to download Firefox via FTP, you can only download via HTTP(S).

Action: The ftp protocol on ftp.mozilla.org is being turned off. Timing: Wednesday, 5th August 2015.

That's really sad. Fortunely I found this mirror to get Firefox 32.0 ftp:// ftp-stud.hs-esslingen.de/Mirrors/ftp.mozilla.org/pub/firefox/releases/latest/win32/en-US/ So I can be really happy avoiding to use injurious & pernicious web browsers. Firefox 32.0 will be enough for the moment.

Why can't you download Firefox via the normal HTTP servers and if necessary save the file to a removable USB jump drive?

You probably need to rename the file to something like firefox-installer.exe

You cannot force users to use a browser, remember this is a Windows machine, no wget available. Mozilla spirit and instructions must be coherent by using foss and non-intrusive tools to get a Firefox installer.
