Windows 10 virtual desktops - Link opens to new tab on inactive desktop

When using multiple windows 10 virtual desktops, and when the "Open links in tabs instead of new windows" option is selected, if I open a link from Outlook, it will open the link a new tab in the most recently used FF window, even if that window is in the virtual desktop space I am not currently working in.

My desired behavior would be for it to open a new tab in the most recently used FF window in the currently active windows virtual desktop.

When "Open links in tabs instead of new windows" is not selected, it opens the link in the active desktop even if the most recently used FF window is in an inactive desktop. This behavior is desired.
