Hi   !
You can do that by going to:
3-bar menu   >   Privacy   >  History
Click on the the little black arrow next to   'remember history'   and then click on the bottom line.
A dropdown menu will appear that'll give you the chance to change the settings for cookies.

Been there, done that. What I want is the area to select cookies to keep from a list of all cookies stored.

Under   'History',   have you tried clicking on   'remove individual cookies'  ?
That dropdown should work for you   ........   (I hope)

This again is NOT what I asked, I have tried that option, somewhere there is a listing of all cookies stored and the option to keep them or not, just want to know where this option is.

That dropdown I pointed you to,   on the right side of:
'keep until'   there is a box:   'show cookies'  ........

This is the best I can do;   sorry   !

Go to the Mozilla Add-ons Web Page {web link} (There’s a lot of good stuff here) and search for cookie controllers.

There is this add-on that adds a tab to the Page info dialog box, which shows the cookies belonging to the current page:
