Thanks for your help.

The url in question was Kanata-Orleans Weather Forecast:

https://weather.gc.ca/city/pages/on-118_metric_e.html

The 'No DSL Connection' was asserted by the Router ( ZyXEL AMG1202 - T10A) for that url only. Indeed, weather forecasts for other Canadian locations were accessible without difficulty.

This very strange problem persisted for this one url for several days despite changes of home page and then disappeared for reasons best known to itself.
