The protocol is you read KB articles that might be relevant to your problem and if you cannot find the solution there provide information that might help troubleshoot it… :P
What does "cannot send" mean? What happens when you try to send? Do you get an error message or what? If you do, post a screenshot of the error message you get.
Which is your email provider? Post a screenshot of your outgoing (SMTP) server settings, so we may verify they're correct.
