Cannot open Pandora, even using your proposed solutions. If Flash is set always allow, it works, if set to ask to allow, no luck

If I set Shockwave Flash to "Ask to activate" Pandora will not open. If I set it to "always activate" then it works. How can I resolve this without having Shockwave Flash always active?
