Hi! I have a problem with my dad computer. I recently did a clean install of win 10 and when he typed mail and login nothing synced. He doesn't have any other device in sync. It's just a bug that he can't synced anything or this will be permanently?

This is not your fault, as this is a common misconception about sync. The service will actively sync and merge the devices that are logged into the account. Unfortunately, the profile is not backed up with the service so it will not sync what is not there on the computer.
