Firefox doesn't normally read from that folder, only write to it. The "live" bookmarks are stored in a file at the top level of the profile folder named places.sqlite.

A follow-up question: In attempt to take the bookmarks off one machine and "import" them manually onto another machine, I tried simply copying all of the bookmarks-(date).json files from the first computer into the corresponding directory on a second computer. But then, when I opened Firefox on the the second computer, those newly copied bookmarks do not show up in the bookmarks menu.

You can read the files in the bookmarkbackups folder (.json files) if you squint very hard. They are plain text, but formatted for computers, not people.
