Cannot open New Window on second display

If the main Mozilla window, first window that opens, is on a second display you cannot open New Windows. Selecting New Window, Open Link in New Window, or dragging an existing Tab out of window all results in the same behavior. No new window appears, but it is listed in the Window Menu in the toolbar.

If you move the main Mozilla window over to the primary display, you still cannot open the existing windows in the Window Menu, but now New Windows open correctly.

This was not a problem with 3.6.x. This is on a 10.6.6 Mac.
