Why does the Paypal promotion pop up prevent me from loading the pages I want?

I will type in an address into the address bar and it will take me to the Paypal promotion page thing and then when I click the button to bypass it it will not let me. The browser pretends to load for around 5 seconds and then it just stays on the Paypal page. Firefox loads the tabs I had open before and I have no trouble surfing on websites that I already had open before the Paypal promotion started, but now I cannot visit any new websites. It blocks even Google and Yahoo.
