Large white bar obstructing top of browser

Issue: Large white bar obstructs top of fullscreen browser. Cannot switch tabs, use search bar, etc. When I click in that area I can open shortcuts on my desktop (or whatever other application is behind firefox).

Occurs when: Opening fullscreen browser on primary monitor Moving a new browser from second monitor to primary

Hitting F11 twice fixes the problem for that browser instance. It reoccurs immediately on next launch.

I have launched firefox in safe mode, reinstalled, and refreshed firefox. None are fixing the issue.
