I do not receive read receipts from someone who has said multiple times that they are sending them?

I am asking for a read receipt manually each time, because I don't use this feature very often. In fact, it is only with one organization that I use this, our local newspaper, in order to verify they receive my emailed article when I need to get that published before the deadline.

I am sending and receiving all other mail normally that I know of.
