Place tabs under the address bar in Firefox Developer Edition
It has happened AGAIN. I have updated Firefox Developer Edition (to 65.0b1, 64-bit) and the tabs have gone up above the Address Bar. I had previously positioned them below the Address Bar, using userChrome.css. Now, although I'm using the same profile as before (I have checked with 'Trouble-shooting Information'), Firefox seems to be ignoring the userChrome instruction.
Is there a new solution for this?
Why does this keep happening? It's surely not difficult to build in an option. I know I'm not the only person who wants this feature, and yet it seems every time there's an update it becomes more difficult to achieve.

You have to update your css, there's a separate version for fx65 here.

I have followed the link and downloaded the files for Quantum 2.2.9 (being the latest). (It's not immediately obvious to me which files I should download, so I've downloaded them all). I've unzipped the files and after a bit of digging found several files with names starting 'tabs_below_...'.
I tried copying the content of one into my 'userChrome.css' file, but that didn't have the desired result (though all the tabs went white they stayed on top). This doesn't seem to be the right approach.
Should I be putting the '@import' lines into 'userChrome.css' and then just copying the appropriate files into the 'chrome' folder? Or something else?
