Buggy "Showing offline version"

I am on Firefox Beta 49.0 on Android 6.0.1.

Occasionally (I'm not able to consistently reproduce this) I will load a page. It will be blank, but attempt to reload rapidly while showing the message "Showing offline version" (see attached). It will reload the blank page over and over again, and hitting Refresh does not stop it. I have to completely clear the cache to get it to stop this behavior.

I toggled "browser.cache.offline.enable" to false but the problem still occurs. What setting do I have to alter to completely disable the offline cache so I never see "Showing offline version"?
